Pharaoh vs Caesar 3 is a maybe a little better. The wikipedia article is OK but wrong about weapons for soldiers. Pharaoh and Caesar 3 have quite different game mechanics, and I have no idea what you would consider "major". In C3 if I see there are difficult settings options, I know that is patched version. For example production rate of workshops in C3 is 4.8 cartloads per year - is the same in Pharaoh? Etc.
